libde265-dev software package provides Open H.265 video codec implementation - development files, you can install in your Debian 8 (Jessie) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libde265-dev
libde265-dev is installed in your system.
Make ensure the libde265-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libde265-dev *
You will get with libde265-dev package name, version, architecture and description in a table
